Shanghai Customs Backlog

Read the latest information about the customs backlog in Shanghai.

Due to the overwhelming volume of export applications for July 2015, Shanghai Customs has announced changes for Full Container Load (FCL) Shipments.

FCL shipments must be fully packed and ready for transit before the freight forwarder can request booking on a departing vessel. Additionally, the forwarder must receive formal, written confirmation of space availability and booking before they can file all corresponding paperwork with Customs, including the employee's original Passport and Work Permit. The shipment will then go through Export Customs Clearance. When this is complete, the original Passport and Work Permit will be returned to the owner.

The new process does not apply to Less than Container Load (LCL) shipments or Air shipments. The FCL process may take up to 10 business days, which is approximately five business days longer than the previously established process. This delay could mean missed flights and additional lodging costs for transferring employees moving from this region.

There is no word yet as to whether this change is temporary or permanent. We will keep you posted on future developments.
